Call for papers
Deadline for receipt of proposals: 19 March 2004
You are invited to submit proposals for papers & posters that will focus on areas related to the theme of the conference.
The preamble of the Constitution of the Republic of South Africa states two of its aims to be to:
- Lay the foundations for a democratic and open society in which government is based on the will of the people and every citizen is equally protected by law;
- Improve the quality of life of all citizens and free the potential of each person;
The bill of rights states:
- (1) Everyone has the right to freedom of expression, which includes:
- freedom of the press and other media;
- freedom to receive or impart information or ideas;
- freedom of artistic creativity; and
- academic freedom and freedom of scientific research.
- (1) Everyone has the right of access to:
- any information held by the state; and
- any information that is held by another person and that is required for the exercise or protection of any rights.
South Africa will have reached a decade of democracy in 2004. Access to information is essential for cultural, social and economic development, for education, business and leisure for the whole population. Libraries are neutral spaces where citizens can enjoy freedom of access to information about government services, health, employment and education. Libraries empower people by contributing to an informed and educated electorate, able to participate fully in the democratic processes. You are invited to submit papers to examine and debate the vital role that libraries play in creating and maintaining a democratic society.
Papers and posters on topics such as the following will be considered for inclusion in the conference programme:
- Libraries as partners with government in the democratic process
- Public libraries: a provincial or local government responsibility?
- NACLIS (National Council for Library and Information Services)
- Libraries bridging the digital divide
- Technology as a tool for information delivery
- Anticipating change and identifying opportunities for libraries and librarians
- Libraries as key actors in the Information Society (WSIS)
- World Summit on the Information Society: Geneva 2003, Tunis 2005 and beyond
- Africa's information needs
- Issues of content versus ICT in a global Information Society
- Information literacy and ICT skills training for an informed nation
- Copyright and licensing issues for developing countries - a hindrance to access?
- Access to scholarly information as a requisite for research, innovation and development
- New partnerships
- Libraries as one-stop multi-purpose information centres
The deadline for receipt of proposals has been extended to 19 March 2004.

Important information about the submission of abstracts
- Preference will be given to short papers based on practical experience.
- Priority will be given to papers on the theme and topics listed, although papers on related topics may also be considered.
- Papers must be presented in English.
- Submissions must include:
- full title of the paper;
- name(s) of author(s),
- institutional affiliation,
- full contact details of author(s),
- brief CV of the author(s),
- an abstract of the paper of 300
- 500 words
- Each abstract file should be named with the surname of the
presenting author, e.g.: Smith

CV.doc
- The abstracts of the accepted papers may be published in the conference programme
- Authors of accepted papers will be notified as soon as possible after 31 March 2004.
- No correspondence will be entered into about acceptance or non-acceptance of papers.
- The final version of the full paper must be submitted in manuscript and machine-readable form by 1 August 2004 for publishing in the Conference Proceedings. Authors will be notified of the required formats.
- Papers presented at the LIASA Conference will be considered for publication in the South African Journal of Libraries and Information Science.
- This call for papers is for the plenary and parallel sessions of the Conference. Papers that are more suitable for the Interest Group sessions will be forwarded to the relevant Interest Group Conveners.
