In 2004 LIASA received a generous 3-year grant of $499,500:00 from the Carnegie Corporation of New York (CCNY) to locate a Continuing Education & Professional Development (CEPD) entity within its fold. The goals of the Project are three-fold viz.
- To address the training and skills development needs of library personnel within existing Library & Information Services (LIS) in South Africa
- To contribute towards the capacity building of the 10 LIASA Interest Groups and its members to take charge of their own learning and development, thereby ensuring greater participation within and commitment to the Association
- Leadership training and development of personnel from Carnegie model libraries in South Africa, at the Mortenson Center for International Library Programs, University of Illinois, Urbana-Champaign, USA
To accomplish the above, the following strategic objectives and related activities have been identified
- To locate a Centre for Information Career Development (CICD) within LIASA which will identify, source and make available qualitative and relevant training thereby contributing to the upgrading of skills required for quality service delivery in line with national and international standards. This will result in a national database of LIS related training programmes.
- To build expertise within the 10 Interest Groups of LIASA by making available further development opportunities and facilitating relevant and appropriate skills based training in conjunction with library schools and library related service providers.
- To identify and select personnel from the Carnegie model libraries in South Africa, to participate in a six-week leadership development and training programme at the Mortenson Center for International Library Programs. This experience will expose participants to current best practices in library management; advocacy and communications skills; change management; refining of IT skills; mentorship; etc.
Appointment of CICD Staff
Ujala Satgoor (former SALLP Project Co-ordinator) has been appointed as the CICD Project Co-ordinator for the three year period during 01 January 2005 to 31 December 2007. Mariette van Dyk has been appointed the Administrative Secretary for the duration of the Project.
Project Governance
The Project governance and operational structure comprises of the CICD Advisory Committee (AC), the Project Management Committee (PMC), Project Co-ordinator (PC) and the Administrative Secretary (AS). Members of the Advisory Committee are Charlie Molepo (Chair), Tommy Matthee, Robert Moropa, Ellen Tise, Jaya Raju, Archie Dick, Chris Kapp, Brian Brink, Dora Ackerman and Ujala Satgoor. A public library sector representative is to be included herein. Members of the Project Management Committee are Tommy Matthee (Chair), Robert Moropa, Ellen Tise, Dora Ackerman, Brian Brink, Charlie Molepo and Ujala Satgoor.
Both Committees met on 19 November 2004. Immediate and measurable outcomes were identified for the project, which include:
- The establishment of the CICD
- Assist in the development of the Sector Skills Plan, according to the 2002 survey and the 4 identified focus areas.
- Develop and provide guidelines for training within the LIS sector
- To facilitate understanding and knowledge of the Skills Development legislation, structures and procedures
- Identify training programmes, service providers, co-ordinate and facilitate training for branches
The Implementation Plan will include:
- Training diary for the sector
- Development of a Resource Collection
- Follow-up with the EU/DoE Training programmes
- Registration of the CICD as a service provider
- Communication with library schools
- Evaluation
- Available programmes
- Develop a quality assurance team and identify criteria for outsourcing
- Ongoing assessment of the project by an independent evaluator
Bosberaad - 26-29 January 2005
This was a joint initiative between LIASA and the CICD to serve as a strategic planning session for LIASA and to create awareness and an understanding of the CICD. In order to locate this project within the context of the National Skills Development Strategy, a detailed overview of the project was delivered; and Matime Papane, Divisional Manager: Constituency Services, ETDP-SETA and Maswazi Tshabalala, Skills Advisor: HE & LIS, ETDP-SETA, addressed the context, critical issues and possible areas of collaboration with the SETA. This definitely confirmed the timely nature of this project and that it is important that the LIS sector informs itself of the SETA's work. It was also an opportunity for the Interest Groups to recognise the importance of establishing themselves nationally and regionally.
Carnegie Relations
A meeting was held with Dr Rookaya Bawa (International Program Officer: CCNY) on 17 January 2005, at the LNO to meet with the new LIASA office bearers and to discuss progress within the CICD project. In attendance were Tommy Matthee, Tshidi Makhafola, Robert Moropa, Brian Brink, Charlie Molepo, Karin Kitching and myself. This meeting reiterated the opportunity for LIASA to establish itself as a leading CEPD entity and the development of its members.
Initial discussions have begun with 2004 Carnegie grantees so that the 3rd Goal of the project may be implemented.
This is indeed a challenging project for LIASA but the long term benefits will certainly strengthen its capacity as a professional association.
